We look forward to connecting with you and your family and invite you to become involved in the Homeowner's Association. We are a volunteer-led organization, community residents, and serve with an intent to make our neighborhood a premier community.

Dear Homeowner,
The Lakes of Cypress Forest Community Association Board of Directors would like to welcome you to the community. We would like to share some thoughts and gentle reminders of owner responsibilities. We look at this letter as our first communication with you as a new LOCF homeowner, along with ongoing communications found on our website, www.lakesofcypressforest.org. The BOD welcomes your feedback, concerns, and any questions you might have. Your Community Association Manager is Terry Davis and can be reached via email at Terry@webdta.com or by phone at 832-364-6880. DTA's regular office hours are Monday through Friday, 9:00-5:00 pm.
There are a few areas to highlight. We need you to be an active owner. The LOCF Community Association is a volunteer organization that operates as a self-managed HOA with a Board of Directors elected by the membership. We can do so as long as the owners continue in their willingness to serve. Without volunteers, there will be a significant annual HOA dues increase to cover the added costs.
The safety and security of LOCF community is everyone’s responsibility. To help ensure continued high standards, we all must contribute by following proven safety guidance. We all need to honor the gate codes by sharing them wisely with vendors, use entrance/exit gates as marked (DO NOT enter through exit gates), drive slow, stop at stop signs, park in our garages, lock our vehicles, and keep watch for our immediate neighbors.
The Board currently holds at least ten monthly meetings from February to December on the fourth Tuesday at 6:30 p.m. Consult the LOCF website or the message boards located by the exit gates and pool entrance for the latest details. We invite and encourage members to attend. Time is allowed at the beginning of each meeting for member comments. Member concerns that are raised ahead of the meeting will be included as an agenda item if appropriate.
Thanks for taking the time to read this letter to the end. We look forward to meeting you in the neighborhood, at one of our monthly meetings or at the next neighborhood community event. Purpose: One of the Homeowner's Association's (HOA) significant responsibilities is to protect your investment and enhance the value of your property. Each Homeowner has an invested interest in maintaining and improving the value of their home in the community.
Responsibilities: The HOA is responsible for enforcing the protective covenants to protect, beautify, and benefit the Lakes of Cypress Forest neighborhood. This includes maintaining common areas, operating streetlights, lakes, lighting, entrance and exit gates, recreational areas, welcome packages, and managing administrative expenses.
Access: Upon purchasing your home, you automatically become a member of the HOA. Involvement in the HOA can range from attending the monthly and annual Board of Directors meetings to serving on a committee and being elected to the Board of Directors. LOCF association uses the yearly dues from the homeowners to maintain and improve the community. Annual assessments are due January 1st and are late if received after January 31st. Additionally, Official communication regarding meetings, announcements, community forms, helpful information, and governing documents regarding the neighborhood can be found on the LOCF website. Finally, you can initiate a request through the resident portal, pay annual dues, complete ARC applications, and contact the association manager.
Board Structure: The affairs of the HOA are managed by up to nine Board of Directors consisting of homeowners, each serving a staggered two-year term, as elected at the annual Homeowner's meeting in January of each year. The Board of Directors is required to adhere to and enforce the policies of the HOA. Each Director must use his/her discretion, care, and diligence in the performance of their duties. The Directors are volunteers who do not receive any compensation for their services to the community.
Compliance: The rules and guidelines of the LOCF homeowner association are found in the Declarations of Covenants, Conditions, and Restrictions (CC&Rs). The CC&Rs describe the requirements and limitations on what you can do with your property. The goal of the CC&Rs is to protect, preserve, and enhance property values in the community.
If you did not receive a copy of the restrictions from your title company when purchasing your home, you can find one on the LOCF website or in your resident portal. In addition, you can request a copy for a minimum cost by contacting the Association Manager, Terry Davis (DTA), at terry@webdta.com.

SOCIAL MEDIA: The LOCF website is the official platform for communicating information regarding Lakes of Cypress Forest. However, residents share through other social media platforms like the LOCF Facebook page. Many residents have found Facebook helpful. A homeowner manages this site within LOCF. Please be advised that the LOCF website, which DTA manages, is our primary means of communicating and the official way to request and obtain up-to-date information on the community.
AMERICAN FLAGS: Many of our neighbors have joined the "Flags with Pride" program, which the Klein Collins Music Department sponsors. The program has the students provide an American Flag to be positioned in front of your house (by the curb) on six holidays each year for approximately three days each holiday, beginning with Memorial Day and ending with President's Day. The subscription period occurs during the March/April timeframe. The contribution is approximately $40 per year. GATE ACCESS INFORMATION

TEMPORARY STREET PARKING PASS: LOCF residents may request a temporary parking pass allowing a vehicle to be parked on the street overnight, usually for a period of no longer than two weeks and an exemption of more than two vehicles in the driveway This street parking pass is discretionary and for a good cause as determined by DTA. To obtain a pass, go to Lakes of Cypress Forest-Community Forms.
TEMPORARY DRIVEWAY PARKING EXEMPTION: The exemption for more than two cars in a driveway is discretionary and must meet the qualifications determined by the BOD and approved by DTA. To obtain an exemption, please complete the form found at www.lakesofcypressforest.org.
Architectural Residential Committee (ARC)
An ARC application is REQUIRED for any improvement to your home.
Benefits of HOA Rules & Guidelines:
Here are some typical improvements that require an ARC application.

ARC applications can be completed online through the resident portal. Each application should have the following items provided:
Plot plan showing the location of all structures in relation to property boundaries, setback lines, and utility easements. On the plot plan, you would show the improvement locations on the form or highlighting the fence to be replaced.
ARC approval may take up to 60 days. Usually, approvals take about three weeks unless additional information is needed.
Remember, any improvement made on your home requires an ARC application.
Applications are found on the LOCF website in your residential portal at ARC application.
DEED RESTRICTION REMINDERS
Lakes of Cypress Forest is a deed-restricted community committed to observing the CC&Rs & additional guidelines to maintain the appearance and value of the neighborhood.
If you did not receive a copy of the restrictions from your title company when purchasing your home, you can find a copy on the LOCF website or in your resident portal. For a minimum charge, you can request a copy by contacting the Association Manager, Terry Davis (DTA), at (832) 364-6880 or terry@webdta.com
The HOA enforces the deed restrictions and requires the residents to be aware of the most common violations. Below is a list of the most common deed restriction violations noted and acted on by the HOA:
Cars parked in the street - overnight street parking is not allowed.
Lawn and landscaping beds in need of maintenance - Lawns must be maintained to keep a neat and healthy appearance, while flower beds should be free of weeds.
Garbage cans in-view from the street or common areas or out on non-pick-up days.
Modifications or additions to property without prior approval such as, but not limited to, permanent basketball goal, swimming pool, outdoor kitchen, trampoline, gazebo, patio cover, fence or roof replacement, etc.
Fishing in the smaller lakes.
Dog leash violations and poop pick-up requirements.
Wrought iron and wood fences needing repair or replacement.
Utility boxes, pool equipment & generators not screened from view by landscaping.
The above are a few violations of the deed restrictions. Letters are written and mailed to the resident at the expense of the HOA. The time and cost involved in violation letters could be significantly reduced if all residents would take a few minutes to review the restrictions that apply to their properties in the Lakes of Cypress Forest.

COMMUNITY POOL / RESTROOM / PLAY EQUIPMENT
The Lakes of Cypress Forest pool is on a "Swim at Your Own Risk" basis and without the benefit of a Lifeguard. All residents wishing to swim must sign both the 1) Pool Rules and 2) Waiver Release forms and return them to a Pool Committee volunteer. Once waivers are received a pool FOB that allows access to the pool will be issued.
The Pool forms can be found on LOCF website under the "Home" tab, Community Forms. One Pool Access FOB is provided to each family. An additional or replacement FOB can be purchased for $10/ea. There is a limit of 3 FOBs per household.
The Lakes of Cypress Forest community pool is open as soon as Texas weather is favorable and remains open late into the season (usually May-September). Residents must use a pool fob to enter the pool gate and to enter/re-enter the restrooms from the poolside. A passcode will not open the pool gate nor the poolside restroom doors. If you need a pool fob, please contact DTA Management at 832-364-6880.
During swim season, the pool is open 7 days a week from 6 a.m. to 9 p.m. The pool maintenance company comes on Monday, Wednesday, and Friday for cleaning. During these brief times, residents must get out of the water if requested. If residents refuse to comply with requests, the pool will again be closed on Mondays.
The Lakes of Cypress Forest community restroom is open 365 days a year from 6 a.m. to 9 p.m. Residents can enter using their 5- digit resident passcode on the park side restroom access keypad. This is the same personal (not vendor) code used for the entrance gates. The pool FOB and any new gate remotes issued in 2020 (or later) will also work to open the park side restroom doors.

TRASH & RECYCLE INFORMATION
Harris County WCID 110 provides trash collection and recycling services to all subdivisions within the water district.

GARBAGE COLLECTION - YOUR TRASH SERVICE DAYS ARE
WEDNESDAY AND SATURDAY. Please have trash out at the curb by 7:00 a.m. each collection day.
On each regularly scheduled collection day, Best Trash will collect residential refuse located at the curbside. Refuse must be in containers (30-50 gallons) or bags (not exceeding 40 gallons or weighing over 40 pounds). Max of 10 bags.
Trees, shrubs, brush trimmings, and fencing must be bundled in lengths no greater than 4 feet with no branch diameter exceeding 3 inches. The bundling is required to allow quick pick-up, and size limitations are required to avoid damaging the equipment in the crushing process. All residential waste materials except tree and yard waste must be either in containers, bags, or bundles not exceeding 40 pounds.
Items such as appliances, furniture, carpet (up to 1 room, rolled up four feet wide and less than fifty pounds), cardboard boxes (flattened) will be picked up either day. By Federal Law, refrigerators and freezers or any other items containing Freon must be drained of Freon and have an accompanying bill to validate such service was performed.
Items excluded from the regular collection are dirt, rocks, bricks, concrete, tires, batteries, motor oil, cooking oil, waste generated by a private contractor, or any materials or items deemed hazardous materials. Best Trash will leave a tag explaining the reason for the non-collected item(s).
An enhanced feature of the new provider will allow for items excluded by the contract if notified in advance. Best Trash will meet with a resident prior to collection day to determine a price to haul the non-contract items. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, then Best Trash will leave a notice for the resident to contact the Contractor during regular office hours before the next scheduled pick-up day.
Please do not dispose of gasoline, motor oil, paints, cooking oil, or any other liquid items in a container that is not visible to Contractor personnel. If it results in spillage that causes a stain, Best Trash is not responsible for the cleanup.
HOLIDAYS
When regular pick-up falls on a holiday, New Year's Day, Memorial Day, July 4th – Independence Day, Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regularly scheduled collection day.

Weekly Service Tips
Unfortunately, not everything in our homes fall under the “household recycling” heading, and so there are items that cannot be accepted on the weekly routes. These items either fall under the hazardous waste umbrella or simply just not recyclable.

The Forest Oaks Swim & Racquet Club is a "Members Only" club providing amenities such as a fitness & workout facility, eight lighted tennis courts, a large outdoor pool, and a clubhouse facility.
We are host to the Barracudas Swim Team, several men & ladies tennis leagues, quick start tennis programs, a HUGE Annual National Night Out Event, and many other annual activities and events.
Forest Oaks Park is open to the Harris County WCID110 residents and provides a playground, walking/jogging trails, certified 5k trail, covered & uncovered picnic pavilions, 3 stocked fishing lakes (All size bass, channel & blue catfish under 14 inches are catch & release only), and lots of benches and swings throughout the park.
Forest Oaks Park host many events of its own, such as 5K runs, family fun walks, scouting events, live music concerts, kids fishing tournaments, and lots more activities throughout each year.
